第四阶段是生态化阶段，即人与大自然统一、谐调，人与植物花草、与各类动物生灵相处和谐。“公园有孔雀，街头有麋鹿，树上有鸟鸣，林中松鼠跑”。城市成为人与动植物共同生活的“天人合一”的山水大乐园。这大概是有点像著名科学家钱学森先生憧憬的青碧山水城市。
