评：将when改成if是不是更好些。
析：如果用not being treated, 则还原成：when they are not being treated...是正在进行的被动语态，不当。When not having been treated =when they are not having been treated ..., 没有这样的时态语态结构。
注：when有时有“在。。。的情况下”的意思，相当于，if,也可以译作如果
