第四階段是生態化階段，即人與大自然統一、諧調，人與植物花草、與各類動物生靈相處和諧。「公園有孔雀，街頭有麋鹿，樹上有鳥鳴，林中松鼠跑」。城市成為人與動植物共同生活的「天人合一」的山水大樂園。這大概是有點像著名科學家錢學森先生憧憬的青碧山水城市。
總之，對生態美好的城市環境的追求正在成為新世紀城市建設的目標。這樣的目標，這樣的城市環境必須是以先進發達、高水平高質量的城市基礎設施建設為保障的
