看了一遍，覺得你的主要問題是語句不通順 （不是說語法不對，就是這么用著有點別扭）。還有一個就是詞彙還不夠，在我看來用詞比較簡單，缺少可以為你加分的深度。這兩個可能就是你得了18的原因；但我覺得你的整體結構啊什麼的都是沒問題的，我打的話20左右。下面在你的文里舉幾個例子。
「Nowadays, TV, cell, and Web are very common in our daily life. 」 如果改成 "Televisions, cell phones and the internet are all very widely used in our daily life." 就好些，名詞前面不是復數應該加個 "the"

"masses of rubbish short messages" 應該是「junk message" 啦，不是"rubbish" 哦。

」there are a great deal of bad information「 應該是 "there is", "information" 是不可數名詞。還有，盡量避免用比較空泛的形容詞，比如 "bad"/"good", 因為看起來覺得你詞彙不夠，影響打分者對你的印象。

」on some mobile phone websites「 - "some of the mobile phone websites"

"which is harmful to our mental health" - "mental development" 雖然你說的沒錯，但是聽起來別扭。。。

"However, I believe that TV and Web are both useful" - "on the other hand...", 用"however"一般是在說同一件事物的不同方面時用的。

就這些，沒考好也不要擔心，繼續努力學習吧。
